Instructions from the Wai-chiao Pu to Mr. Ch'ien Kuang Hei regarding the Joint Inspection of Kiangsi for Opium.

THE Opium Prohibition Agreement provides for the joint investigation of the provinces by Chinese and British officials, and such investigations have taken place on several occasions in past years,

The Governor of Kiangsi having now reported that poppy cultivation has been eradicated in his province, it becomes necessary to send a joint commission to enquire into the facts.

Mr. Ch'ien Kuang Hsi, Acting Junior Secretary, is hereby ordered to proceed to Kiangai, and, together with the delegates appointed by the British Minister, the Ministry of the Interior and the Province of Kiangsi, to carry out a thorough investi- gation. In recording the results of the joint inspection he will co-operate amicably with the other Chinese and foreign delegates, and on his return to Peking, after completing his journey of enquiry, he will, without delay, submit a truthful report for the consideration of this Ministry.

Mr. Lu Chun, senior secretary, is hereby ordered to proceed to Shenei, and together with Mr. Teichman, appointed by the British Minister, and Mr. Ts'ao Ya Po, appointed by the Ministry of the Interior, and the delegate appointed by the province of Shensi, to carry out a thorough investigation. In recording the results of the joint inspection he will co-operate amicably with the other Chinese and foreign delegates, and on his return to Peking, after completing his journey of enquiry, he will, without delay, submit a truthful report for the consideration of this Ministry.
